Is Employer's state ID number in Box 15 (Tate taxes) same as Employer Identification Number in B?

It depends on your state. In most states the number in box 15 is the number assigned to your employer by the state, and is not the same as the number as the number in box b.

Some states that do not have a state income tax will use the same number for both boxes.

You should enter the number that is on your W-2 form. As @xmasbaby0 points out, you should not attempt to file if you do not have your W-2 form.
