Solved
We are married filing jointly and are joint tenants on the stock holding. I don't want to have to print out and mail my return. Same thing happened last year, but we were able to e-File.
I've tried manually entering the 1099-DIV as well as re-downloading it from the provider. I can't get past the Fix Federal Return screen. It keeps returning me to File by Mail.
I prefer to e-file; I really REALLY don't want to file by mail. Last year, the error displayed, but I was still able to e-file even with the "all zero" FIN. It's $40.17, for Pete's sake!

You could try just putting in a fake EIN. Like 12-1234567. See if that works and lets yuo file. If is such a small amount and not right to make you file by mail. It is only s40 and nobody is ever going to question this.
