Yes, you answer No to the Marketplace/ Uncommon question.
You only answer "Yes" if you had Marketplace/ Obamacare insurance for even 1 month. CHIP, Medicare, Medicaid, private insurance through your job, etc are all NOT Marketplace plans.
Most healthcare plans are not Marketplace, and many states have non-Marketplace plans like CHIP for low or moderate income families.
