It means you are done with your taxes and they are ready to file.   Did you select File by Mail instead of E-file?  You can change your selection to e-file by following the instructions linked below.

How can I switch from filing by mail to E-filing?

If you are trying to file by mail and need instructions, see How do I file my return by mail?

"Ready to mail" means that your federal and state tax returns are ready for you to print them, sign them, and mail them to the IRS and the state.
