If I reported HI General Excise Tax (GET, kind of a sales tax on income) as Taxes & Licenses expense for my business, can I still report this as estimated taxes paid?

No. You are not allowed to take a double deduction on the same expense. Reporting this in the Taxes & Licenses category is the more correct entry.
