If I can file as head of household, can my adult daughter claim herself on her tax return? Her income was only $5358.63 for 2018.

Are you trying to claim your daughter as the qualifying dependent in order to file as HOH? Where did she get the $5358 of income?  If you claim her she cannot claim herself.  Was she a full-time student?  How old was she at the end of 2018?

She is disabled but able to work minimally.  She receives social security benefits because of her disability.  She just turned 32 yrs old.

Sorry if she made over $4,150 (not counting SS) you can not claim her.  Not sure how it works if you could still claim Head of Household.

Can a person claim head of household without claiming a dependent?

No--you need a qualifying dependent to file as Head of Household.  But we cannot tell from what you said about her income if you can claim her.  The Social Security does not count toward that limit of $4150.  Only the money she earned counts.
