Question

I work for a UN agency and need to file the SE tax without incurring the qualifying business income deduction. I don't have a 1099 or a W2. Just a statement of earnings.

Assuming that you are US citizen/resident  and that you are working in the USA, the easiest is to tell TurboTax that you  have self-employed income.  It will then ask for 1099-misc, you say you don't have one . Then it will walk you through filling a schedule-C just as if you are a sole proprietor business.  Provide the Gross Income ( from your statement of income), just show no expenses ( zero everything ). This will then generate the schedule-SE and transfer the  gross income and the SE taxes to form 1040. That is all.
