I was on short term disability for a month in 2016. I received a w-2 from my 3rd party insurance covered through my employer. I also received money from the state.

So my question is this consider paid family leave? Am I able to check yes when this question populate on my refund?

Yes, you would check the "Was this Paid Family Leave, PFL?" Most companies will report PFL from a W-2 that will state "third-party sick leave" or you will receive a W-2 straight from the 3rd party insurance company stating your earned income from your PFL.
