"I've paid for the CD, filed my fed and state return. I need to file another state return. Can I open a FREE version, import everything, then file the 2nd state 4 free?"

If you are referring to the Free online edition, you cannot transfer the 2017 tax data file from your computer to the 2017 online editions.

You can create as many of the same state tax returns as needed using the desktop editions at no charge.  But there is a $24.99 e-file fee for each state tax return.  However, if you need a different state then you will need to purchase that state program for $44.99

You can avoid the state E-FILE fee by printing and mailing the state return.  But as DoninGA said, if you have a second different state to file for, you have to purchase the state software.  You cannot do any fancy footwork between online and desktop software to get around that.
