Since you are mailing the federal tax return the state tax return can only be printed and mailed, it cannot be e-filed.  New York state allows state tax returns to be mailed if the software being used is not able to e-file the state tax return.

Is that still the case for 2020 returns?  I printed both the federal and NY returns because I want to mail the federal return.  I then saw that I need to e-file the NY return.  The  note to another person in 2019 says I do not have to e-file the NY return because I printed them out.   Do I have to e- file the NY return?   Please confirm. Thanks

Yes, it is still the case for tax year 2020.  If the federal tax return is not e-filed then the state return cannot be e-filed.

Since the software being used does not support e-filing of the New York state tax return, then the NY return can be mailed.
