I owed about $1900. For 2017 I'm on a payment plan $50. A month.was this applied to my taxes this year?

There is nothing on your 2018 tax return about the amount you have been paying monthly.  If you are getting a refund for your 2018 tax return, the IRS will take your refund up to the amount you still owe and give you the rest, if there is anything left to give you.  Or if you owe again, you will need to figure out the new payment plan to pay the tax due.
