I noticed that my NYS tax returns automatically prepared an IT-2105 for Estimated Payment for next year’s tax return. Is this optional to file?

Yes the estimated tax payments are provided by TurboTax should you chose to use them.
Some do and some don't.
Some that don't might have the withholding taxes increased from a W-2 or 1099 so they do not owe next year.
