I never used my insurance on the 1095-A but I am owing money. How to fix that

Whether or not you used the insurance provided to you under the ACA is not relevant. You have to report the Form 1095-A on your tax return and if you were overpaid the Advance payment of the Premium Tax Credit, it has to be paid back.

That you did not use the insurance is irrelevant. If you had marketplace insurance, the amount of your monthly premium was based on what YOU said your income for 2023 would be. If you had a higher income than the income you estimated, they make you re-pay some of the premium amount that was paid by the marketplace.
