I need to file 2021 city taxes, but first need to verify that I did not file city.

You have not mentioned your city.   If you did prepare a local/city return it would have been done as part of the state return, so look there.   Your only proof that you paid your local tax will be your own bank or credit card record.

  You have to access your own account and/or  print it for yourself using exactly the same account and user ID that you used when you prepared the return.

 

Start a 2022 return online and enter some personal information  so that the menu on the left opens up and lets you access your past year returns.

Many people have multiple TT accounts and forget how to access them.  Log out of the account you are in now.

Or did you use the desktop version of TurboTax?  If so, the files are on your own hard drive or any backup device you used like a flash drive.

 

City Tax Returns

TurboTax only prepares a few city or local tax returns as an extra step in your state return.  For most local tax returns you are on your own.  Your only record of paying your local tax will be your own bank/credit card records

What city? What state?

If Ohio, TurboTax (TT) does not automatically prepare an Ohio city return, you must initiate it. At the screen, in the Ohio program, titled 
 "A few things before we wrap up your state taxes"
      scroll down to Ohio City taxes. 
Or, later
"Your 2021 Ohio Taxes are ready for us to check"
    -Click Other situations
    -Scroll down to Ohio City taxes. 

TT cannot e-file an Ohio City, CCA or RITA return. It must be printed and mailed.

If you don't have a city return (RITA 37 or CCA FORM 120-16-IR) on your list of 2021 Ohio forms, you didn't prepare one. 

Michigan Cities are similar (except Detroit, which is part of the state return). 

This is a common situation, not having filed a city return.

I actually find it easier to fill out an Ohio city return by hand or at the city, CCA or RITA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual  RITA/city forms are easier to follow than the TT interview..
