I need to do an IRS repayment plan. Do I finish filing with Turbo Tax then apply for payment plan on IRS.gov? Or, do I need to file my taxes directly on IRS.gov?

You can finish your return with TurboTax and then at the end you will be given the option to apply for a payment plan. You can select that option or you can select I'll pay later and then go to the IRS website to complete the payment plan.
