I just received my state return, $427 instead of $611, may I know why?

Most often, it is because there was a partial hold on your account by some state entity. It could be that you owed property taxes, real estate taxes, court fees, etc. that have not been paid.
The only way to find out is to call your state's department of taxation and ask why the refund was reduced.
