It is neither ... it is simply a fact.   When you are asked if you filed a 2021 return simply say NO.

You have provided no details at all.   Have you had taxable income during the past years?   Have you been supported by someone else?   You do not say why you did not file tax returns---we have no idea if you should have been filing returns.
