There are several reasons a state might generate a 1099-G. Here are the two places to enter in Turbo Tax.

To enter a 1099-G
Please click on the Federal Taxes tab, at the top.
Then select, Wages and Income
You may see a prompt for your 1099 but if not, click on
Check for More Income and See All Income
Scroll down to Unemployment, by the purple monitor icon, and click on Start
OR click on Show More beside Other Common Income by the green $ money bag and
Click on Start by Other 1099-G income
