I had to amend my e-filed returns for 2022. i originally paid 60k but with the amendment i actually owed just 54k - which is reflected in 1040-V and in 1040-X. The federal payment of 60k already was taken out of my checking account. I submitted the amended form after that cleared, as instructed originally. Since i do not owe, but i need to receive 6k, should I mail anything?  When I submitted the amendment turbotax asked that I mail form 1040-v that shows 54k with the payment but I have no payment to make, just need to receive a 6k refund due to the amendment.

The Form 1040-V is not filed with the amended tax return especially since you owe no taxes on the return.  You only need to file the Form 1040-X since the amended return shows a tax refund.  The IRS will send the refund as a check in the mail.

How do I file 1040-x, is that not e-filed electronically by turbotax?

E-filing for tax year 2022 has closed so you will have to print and mail the 2022 amended tax return.
