I got divorced and we have agreed on how to split the dividends and interest. Can turbotax generate the 1099 and 1096?

It depends on which version of TurboTax you are using. If you are using Home and Business, it does generate the 1099, however, you would need to create a business which would create a schedule C which you do not want to do.

What you can do instead is use Quick Employer Forms. If both of your names are on the forms, you do not need to do this. You only need to do this if the forms are in just your name.
