I file 1040A but why I need to pay state tax file

You appear to be posting from the CD/download Deluxe product. There is an additional fee to efile your state return. You can avoid the fee by printing and mailing the state return.
If you are using the online product, there is a fee for Deluxe federal and a separate fee for state. The free state return with the Free Edition free federal expired on March 16.
