I efiled my federal and paid to efile my NM State return. MY Federal was rejected but has since been approved. I'm ready to efile state it wants me to pay the fee again?

I efiled my federal and at that time paid to efile my NM Stat return. The federal return was rejected but has since been approved and refunded. Now that I'm ready to efile my NM again (after Federal approved) it wants me to pay the fee AGAIN! Why is that?
