I don't see the tab for "tax tools" listed. I'm trying to clear and restart my taxes

Please follow the steps below:
- Click on Tax Home on the Left Hand Menu.
- On the Main Screen, press on Personal Info and click on Continue.
- On the left hand menu, you should see an option for Tax Tools. Click on it.
- There should be an option for Clear & Start Over.
