I don't need to file State returns anymore. How do I get estimated tax back?

There is an estimated tax applied to 2019 which I should get back. I don't need to file state return for 2019 since I've moved to another country in 2018. What's the best way to do it?

    You would have to file a state tax return showing no income in the state for 2019. You would then get a refund of state taxes withheld by mistake.
