I don't know what to put in for Box no. 14 (on my W-2). It says: ORTTX 18.99 ORTWG 18996.76 what do these terms mean? Are the numbers dollar amounts?

They are dollar amounts. 

ORTWG = Oregon Taxable Wages

ORTTX = Oregon Transit Tax

You would put in $19 and $18997

All Oregon wages are subject to 0.1% transit tax.
