I cannot download the 2008 + 2009 + 2010 State programs which were included with my software. How do I get them on my computer?

I am using Home and Business for each year 2008 + 2009 + 2010. I purchased the programs and never downloaded the state software which I now need in order to complete my return

In reviewing my returns for 2010, I noticed the PDF copy of my returns only had 7 pages in it (way too small), so I wanted to reprint the returns (save to PDF). What worked for me: I installed TurboTax Deluxe from CD-ROM. When the program was launched, it downloaded and installed the latest updates. Yes, the updates still appear to be on Intuit's servers! The app then advised me the state needed to be downloaded again. But selecting that option gave me connection errors. I quit TurboTax, then relaunched it. It then did an "update" to the state, apparently because my saved TurboTax file seemed to know that I had downloaded state before. Everything then worked.
