I am told that I must file Federal return before I can e-file California return. I owe Fed but get a refund from state. Why?

It is to reduce tax fraud. You don't have to pay your federal tax due until April 18. Go ahead and file and pay later. TurboTax should print you a voucher to mail in with your payment check.
