I am divorced and and the noncustodial parent, and it is in the divorce decree that I can claim one of my children. Do I file the form 8332 or does my exwife?

If your ex-wife is the custodial parent, she should prepare and sign the 8332 and send it to you. You then send it to the IRS with your return or in a separate remittance.
