I am attempting to renew or purchase new TurboTax for 2016 for my compute but this site appears to be assuming that I wish to do it on line. Is that how it is now done?

You can purchase the online version and do your taxes that way, or you can purchase a desktop version on CD/Download for your computer and prepare your taxes that way. Your choice.
