I am a victim of Identity Theft/ I filed a Police report and did report to IRS and Social Security. My question is--I never received a IP PIN--do I need one?

No, the IRS has eliminated the IP PIN.  You will use your adjusted gross income AGI from your 2018 tax return to verify your identity when you e-file your 2019 tax return.
