Go to the following link on the IRS web site.

Apply Online for a Payment Plan

In the FILE section, if you have a Federal Balance Due, TurboTax will ask how you would like to pay your balance due. One of the options will be to Request a Payment Plan.

If you are able to send a portion of your balance with your filing, you have that option too.

Once you have requested a Payment Plan, you will then get acknowledgement by mail from the IRS.

If you look at the pdf of your return you will see quarterly slips with an estimated amount to send in that should help get you to zero owed when you file next year. The IRS has a website to set up payments for money you owe now.
