How do i print my tax return and mail it in since my refund is not enough to cover the cost? is it the same cost of either mail or electronic?

The TurboTax online account fee are the same whether the tax return is e-filed or printed for mailing.

Yes the cost is the same. The fees are to prepare the return whether you efile or print and mail it. But if you want to have the fees deducted from your refund there is an EXTRA $40 Refund Processing Service charge so maybe your refund wasn't big enough to cover that too.
