How do I fill out 8965 when I never had any healthcare coverage in 2018 and never received a 1095-a but do have an exemption number?

I tried to get marketpace coverage but I was outside of the open enrollment. I did get an exemtion number but no 1095-a. Do I just send in the 8965 with the exemption number on it.
