How do I file my taxes through TurboTax if I have to pay federal and get a refund from state? I don't want to pay the IRS up front.

You can select that you will pay your federal balance by check and then request your state refund be directly deposited into your account. As long as you mail a check on or before 4/15 you will not accrue penalty or interest.
