Sign in to your TurboTax account. Select Deductions & Credits, then Pick up where I left off or Edit. Scroll down to Estimates and Other Taxes Paid, expand the section by selecting the down arrow on the right. Select Start or Revisit to the right of Income Taxes Paid. Select Start or Revisit to the right of 2023 refund applied to 2024 Enter the amount applied to 2024 (you can enter amounts for both Federal and State) and select Continue.

This method did not work for 2024 turbotax premier. I was able to enter 2023 refund amount applied to 2024 tax by selecting estimated taxes view all to show 2023 refund applied to 2024 IRS and state tax. i just stumbled into guessing view all might help.
