How do I change my withholding on my W-4 to ensure that I take advantage of the 30% solar tax credit? I file married jointly with my wife, so who should make changes?

You don't need to change anything on either person's W-4 and in my opinion you should not.  The solar credit will negate your federal taxes until they are zeroed out and any unused credit is carried forward.  If you change your withholding and forget to change it back later you could be severly underwithheld and owe penalties and interest.  I highly recomend just enjoying a larger than normal refund  and leave the W-4 alone.
