How can I delete everything that I filled out and start a new form?

This answer assumes you haven't actually filed anything. If you have filed a return, and it was accepted (or mailed), the only way to change it is with a formal amended return, Form 1040X.
Have you already filed, paid, or registered?
If not, you should be able to use "Clear and Start Over."
