Question

First and second stimulus payments never received. What should I do now?

Hello!

 

My husband is currently incarcerated, he filed a 1040 paper form in 2019 within the deadline but never received the payments. Can he claim a recovery rebate credit by filing a 2020 form 1040 ? If yes, How should he fill it out ? He had no revenue in 2020. Should he file one form or two (one for each stimulus payment) ?  Thank you for your help!

    Yes, your husband can claim the Recovery Rebate Credit by filing a Form 1040, even with zero income.  See the question "Is an incarcerated individual eligible?" in this IRS FAQ.  He will only need to file one tax return and claim the Recovery Rebate Credit on line 30.

    @DMarkM1 so on line 30, the amount will be 1800 $.

    does he have to put 1$ on line 2b, 9 and 11 also?

    Yes, if he is filing separately with zero dependent children, he would be eligible for $1200 for round one and $600 for round two for a total of $1800 on line 30.  Also, yes to putting a $1 on the income lines for filing purposes.
