Downloaded 2018 Premiere to my laptop. Can I access file from mobile device?

No, you cannot access a file that is on your laptop's hard drive from your mobile device. When you use desktop software (installed/downloaded to your own computer) the tax files are stored locally on your hard drive or any back up device you use. They are not stored online, nor are they in any sort of "cloud."
