Question

Do I need to file federal and/or state (NJ) taxes for my deceased, insolvent father - no income, no estate, no information?

My father passed away in 2018.  Prior to his death, I had no contact with him since about 2005 (long story short, my parents divorced when I was 2, he never paid any child support he owed and only popped up in my life when he wanted something).  The police tracked me down as the only living relative and I signed off on a cremation paid for by Medicaid since he was insolvent and died in a nursing home.

Do I need to file a federal or NJ tax return for him?  I have no idea what, if anything, he was getting from social security nor where to begin to even find out.  He left no estate, no property and from what I understand, was in a nursing home for a bit (paid for through Medicaid) before he died. He's never had a job for as long as I can remember.  I don't even know his SS number or what nursing home he was in.

No, you do not need to file a tax return for your father.  If his only income was social security he would not be required to file a federal or state tax return, so there is no need for you to do so.
