My only income is Supplemental Security Income (disability).  No work this year.  No other income.  No regular social security benefits, only SSI (disability) which from what I understand isn't reported on taxes.  I even talked to the social security people over the phone and they said my income doesn't need a 1099 or anything since its needs based.

No, if your only income is SSI then you do not need to file a return.
