Do I have to file my dad's 2017 tax return even though he died in 2016?

My dad died in 2016. I received a 1099-C for debt that was forgiven in 2017 but when I tried to file his tax return TurboTax tells me that his date of death cannot be before 01/01/2017.

No, you do not.  You do not need to report any information from the 1099-C issued in your father's name. If he had an estate, the estate would be responsible for paying the tax on the income. In the absence of an estate, you do not need to report anything.
