If you have a tax liability and enter your brother as a dependent in TurboTax, you could get a $500 Other Dependent Credit for him.

However, if, you have no tax liability showing on line 11, you would not get credit for him since this is a nonrefundable credit.  Meaning, it will bring your tax liability down, but it will not give you a refund.

So if line 11 without your brother is $800, then once you add him you would get a $500 credit.  If line 11 without him is $300, your credit would only be $300.  If it is $0, you would not get any credit for adding him.

Is he a full-time student?  Or did he have less than $4150 of income in 2018?

If he has NO income-- or income under $4150 -- then you can claim him as a dependent and get the $500 credit for other dependents.

See explanation below.  Look at your line 11. Line 12 of your 1040 will show you the amount of Child Tax Credit and Other dependent Credits you received.
