For dependent,, All the criteria are met except my kid mom got a  W2G form for $9,000 income for gambling but she has a loss of $24,000.

 

1. We can itemize. Can I still claim her as my dependent Since the loss makes zero income in gambling?

 

2. What if I don't itemize then can't claim the loss? Can I still claim her as my dependent?

You will not be able to claim her as a dependent since she had gross income of $4,300 or more.  You cannot deduct gambling losses more than winnings so her losses are not relevant.
