Correct address to send money order with 1040-V (1040-NR filing)

My friend is an international student (F-1 Visa), studying in Arkansas. She filed 1040-NR online. She owed taxes. So she sent a money order along with 1040-V. She sent it to a Louiseville, KY address as mentioned on 1040-V. Is that the correct address? Because due to her non-resident status, other sources are suggesting to send a money order with 1040-V to Charlotte NC address.

(a) your friend has already submitted/sent the payment to Austin, TX -- the ship has sailed. If it goes to wrong address, there is no monetary impact -- just processing delay , possibly.

(b) IRS site says use Charlotte , NC for "International filing" --- 1040-NR etc. for filers that are not residing in the USA. Your friend ( filer) is F-1 and residing/ (tax home ) in USA.
