Colorado return wouldn’t let me go submit it? It’s saying our records indicate that you are not entitled to e file one or more formset? What does it mean?

Try closing TurboTax, clear your Cache and Cookies, and reopen TurboTax. Make sure you have ran all updates.

...AND.....if you e-filed the Federal forms already, separately, by themselves...you may have to wait until the IRS "Accepts" the Federal filing before you will be allowed to e-file the state.

IF the IRS "Rejects" that original federal filing, you'd have to fix the reason for the Rejection, then you could e-file Fed & State together.
