Child and Other Dependents Tax Credit not transferring to NC D400

We claim a 20-year old full time college student and a disabled elderly parent on our 1040, which totals a $1000 Child and Dependent Tax Credit. However, on the NC D-400, there is NO credit shown for dependents. Our income is less than $100, 000 and we are married filing jointly. I have subtracted the NC standard deduction from the federal AGI, and it is equal to the NC Taxable Net Income, so the $1k is NOT accounted for here. I can find no way at all to manually enter dependent info on my state return in TT - how can this problem be corrected? Sadly, I looked back at last year's return and found the same issue - who knows how many prior years it's been that way. Shame on me for trusting the TT transfers.

They do not qualify for the NC Child Tax Credit which is why TurboTax is not giving you the credit.  North Carolina allows a deduction for those who qualify for the federal CHILD TAX CREDIT, not the other dependent credit.  In order to qualify for the NC Child deduction, your child must be under 17 at the end of the year.  Since your child is 20 years old, they would not qualify for the child tax credit.  Also, since your parent does not qualify as a qualifying child since they are your parent, they would not qualify for the child tax credit.

On your federal return, you are eligible for the OTHER DEPENDENT CREDIT for both your 20 year old child and your parent.  This is different than the child tax credit.

Child Deduction Amount. - A taxpayer who is allowed a federal child tax credit under section 24 of the Code for the taxable year is allowed a deduction under this subsection for each qualifying child for whom the taxpayer is allowed the federal tax credit.
