Can't Download Turbo tax state (PA)

I purchased the state download product for S-corp. It appears in my account but there is no license code associated with download info. See below as it appears in my account.

How can I get a license code?

There is no license code required for a state download. The license code is only for the installation of the TurboTax Business Edition software.

The Pennsylvania S-Corp tax forms for tax year 2023 are not scheduled to be available until 02/02/2024.

Go to this TurboTax website for forms availability. Select TurboTax Windows from the dropdown, the 1120-S S Corporate and Pennsylvania - https://form-status.app.intuit.com/tax-forms-availability/formsavailability?albRedirect=true&product=Turbotax_online&bu=cg

Thank you. So does that mean that the state will not download, or start the interview process until the forms are release?

Turbo tax a big issue regarding state turbo tax to download or purchasing.

And the customer service in phone are horrible. They don't know what are they doing. I have been holding a phone for 31 min and they are still asking same question which is email address, OMG!!!!!
