If you did not have health insurance from the marketplace aka healthcare.gov---aka Affordable Care Act; aka "Obamacare"-- then when the question asks if you have a 1095A say NO and just keep moving on in the program. You do not enter anything about other health insurance---you do not enter a 1095B or a 1095C at all.
