E-filing is permanently closed for 2023 returns.   A 2023 return must be filed by mail.  Print it, sign and date it in ink and mail it to the IRS and state.

That's Turbotax. Tax professionals and other programs may still allow this but that means  you'll not have a 2023 return to start a 2024 Turbotax return
